The whole Environmental thing didn’t happen for quite a while yet with the paints. In the late 80s and early 90s is when most automobile manufacturers were transitioning from either acrylic lacquer, or acrylic enamel, over to two-stage paints, such as basecoat clearcoat polyurethane. Like any new technology it takes a while to get it right. Some of the early clear coats did fail. But I have seen many cars in the junkyard that still shine like new.
Later on when they started that whole Environmental thing they were changing over from oil based paint to water-based paints
