1969 Chevrolet Kingswood Estate

I can finally load pictures again on my laptop, and you are probably correct that it is a 69, but I don't see much difference between 69 & 70 tail lights, and the hidden headlights could have been owner added, the car has had a complete respray at the very least, anything is possible without seeing the title and VIN.

Also does anyone know what the small silver caged object hanging under the dash is?

That is a temperature sensor for the automatic Comfortron A/C system.
