    In nearly every instance, scrapped. Railroads were hurting financially in the U.S., and Western Europe was already attempting to modernize on the Marshall Plan. U.S. roads were doing everything they could to secure tax breaks, in order to save money vs. 2.5% profit allowed by the ICC.
