If its anything like some of the mid 70's GMs I have owned, it does not run off the manifold heat, it has a little cup that is bolted to the intake right beside the carb and is activated by intake temps. Something like this, but it was external. I cannot find a pic of it right now.
Some were in the exhaust manifold, maybe in some Fords. The one you describe is in the intake manifold heat crossover. It provides hot air to the choke when the heat riser is closed. Of course, when the passage carbons up, the choke will not come off like it is supposed to. Electric chokes are a lot more efficient. The one you picture is one that would use the well (exhaust crossover) to heat the spring and the wire is an electric assist.
i have had all sorts of carbs over the years. Carters, Edelbrocks, Hollys, Webers, Hitachi, and the current Q-jet on my caprice. needless to say, the one i haven't touched EVER is the Q-jet. i am VERY pleased with the performance of it even though i have a gutless, underpowered, undergeared setup. might try adjusting the TV on my wagon tomorrow and see if that helps anything.
How long do you think it should stay closed and how long is it staying closed? Are you saying it stays closed while you're driving the car around?
Be very careful. If you misadjust the cable and drive it that way you can burn that trans up in short order... (in case you didn't know) I adjusted mine, playing with it for a day, only to put it only ONE click from where it started... but it did help a little.
