hard to tell the Lancer and Valiant look so much alike from the back. Looks like the climate is taking its toll on it.

It's a Lancer. The 60-61 Valiant had oblong tail lights on the fins. The 61-62 Lancer had round tail lights on the fins as seen on the car in the photo. The 62 Valiant had round tail lights below the fins and just above the bumper (about where the backup lights are on the Lancer wagon shown).

Also, when you zoom in, you can see five letters on the tailgate.

Yep. Now, are there any ideas regarding the aero blocker installed under the rear bumper?

It’s very convenient to have the Chrysler dealership next to the liquor store. You could get em all juiced up and squiggle a name at the bottom of a sales order.

Looks to me like the vehicle wide mudflaps that rigs pulling camping trailers use. That was the first thing I thought of when I saw it and pondered what type of RV would be pulled behind such a small wagon.
I see there isn't a hitch, but it could have been removed to avoid being a shin buster. It looks like the trailer plugin is visible to the left of the license plate.

My uncle was telling my dad it looks ugly but helps keep the rear window clear. This was in 70s he had one on his 64 Galaxy

Yeah. Back then, bumper-mount hitches for Class 1 and 2 were common, but disappeared with the 5 MPH bumper designs. That's likely what they used. Otherwise, it was a strap hitch that was permanently attached to the frame, to bust shins.
