What you are seeing here is the first 'freeway' in the Western United States, parts of it being finished as early as 1940 - the Pasadena Freeway, aka the Arroyo Seco Parkway.

I thought that was the Arroyo Seco, which is technically the first "limited-access" highway. The term "freeway" wasn't coined till the mid-Fifties.

Gene Roddenberry related a story about his father, who had become an LAPD officer in 1940; he said his dad was heading down the newly-opened Arroyo Seco to work, and had encountered a dog that had been hit by another vehicle and severely injured. His dad went ahead and used his service pistol to put the dog out of its misery.
