    That's like when Seattle voters wanted a monorail system, but when the powers that were in charge started fiddle-farting around and driving costs up, the voters had it shut down. The upshot is that all the properties purchased were condemned and the owners all paid what was deemed 'fair market value'; but when those property owners went to buy their properties back, the powers hit them with the real market values, which was on the average of 40-55% more than the 'fair market value,' and as far as I know, a lot of people got totally screwed by a state law that says publicly-owned land for sale must be sold for the actual appraised value.
