I don't care what anyone says, it's not Wichita, it's Boeing Field Plant One, Seattle. Wichita doesn't have hills like these surrounding the Duwamish industrial area. Also, as these B-17s are the 'G' variant with the twin .50 cal. chin turret, it's during the war, for which you see the miniature village camouflage netting on the extreme left of the photo, common to the aircraft factories of the West Coast, but not necessary on Midwestern ones, such as in Wichita and St. Louis.
