I agree with Andrew. I have to think with the open back, that it's more likely a fire department apparatus.
I have seen pics of auxiliary hose vehicles, but they were usually trucks, not automobiles. However, the more I think about this one, the more I think it's an aux hose unit. The tail area does not have a tailgate, and sits low to the body, which makes hose removal easier.
These fire engines are owned by my neighbor, the same guy who owns the Cousin Eddie motor home posted elsewhere. The FMC is 1980, and the Pierce Arrow is a 1994. The Ford is available at a very reasonable price should anyone be so inclined and it's mechanically sound to drive.
This former RAF Dakota Mk.III of “Railway Air Services” took off from Northolt in Dec. 1946 with its wings covered with snow and ice. Unable to climb, after a contact with another building’s roof, it ended on the roofs of this two houses on Angus Drive, Ruislip. Everybody onboard came out safe and sound.
