It look like the Buick Century wagon might be a little older than mid 90's. If you look at the front passenger seatbelt shoulder strap, it looks like it's on the roof pillar, thought it's hard to see. Starting in 1991 GM attached the shoulder strap to the actual door. This was a cheap way to meet the new passive restraint rules without having to add the expense of airbags. I had an 89 Olds Ciera, with the shoulder strap on the roof pillar, and remember when the 91's got that horrible new seatbelt setup attaching to the door. You could leave the seatbelt buckled and still get out of the car. You just had to pray that the door didn't pop open in an accident, because you'd fly out of the car. My parents had a 1990 Caprice that had that set up. It was a pain, and put the seatbelt so far forward, that it blocked your view to the side if you sat back to far. Also if you look really close, the rub strip on the side of the car continues on to the front fender with a small piece of trim. that tiny piece of trim was dropped and not included on the front fender the last few years the car was built.
