Well, I'm pretty sure that is official International Harvester Red. So, I'm sure they had it in surplus.
When I lived in Chicago IH was a client of mine, for a short while. Seems like by that time the big trucks were made at Chatham/Hamilton Ontario. Springfield Ohio made smaller trucks and Scouts. Ft.Wayne was winding down, and Melrose Park, IL was the engine plant. I called on the Navistar corporate headquarters in Schaumburg, Illinois, and had the good fortune to visit the Canadian operations plants. They were sure a huge part of the Midwest with operations and plants throughout Illinois, Indiana, and Ohio. What a sad corporate history. The appliances, agriculture, and trucks were such a part of the American scene.

I even have seen war materiel crated in wooden boxes, built by IH, and loaded on flatcars for ship out during WW II. In addition to heavy trucks, IH built a bunch of vehicles, weapons and other goods.
