    Who says, at that point, they were rust- and smoke-free? Remember, shipping them meant they were vertical....

    I remember reading about the Vert-a-Pacs. What an abject waste of money. With how small the cars were, they could've built a longer, or articulated, tri-deck railcar to accomplish the same thing.
