LOL Crack smoker. Minimal rust could mean total JUNK on a Vega. 65,000 miles is basically dead for a factory 74 Vega bottom end( Cyls scored by now especially from sitting). Depending on where it sat will make all the difference in the world.

They still had bias-ply tires on new '74 cars? I used to mount bias-ply tires on modern cars whose suspensions started bagging out, just to get rid of them. That was one of those used car lot tricks like pouring brake fluid into the crankcase, in order to swell up leaking seals

Yes. It wasn't until 1975 that radials became standard equipment across GM's lines. Here's a page out of the '74 Vega brochure. Note the comment about tires at the bottom of the fourth column from the left. Radials were an option.

It does seem to be a solid example, no rust on the "C" piller covers, or around the windshield can't tell if the plastic lower panels are intact. Other than no A/C it has a lot of options, upgraded interior, AM/FM 8-track, but manual steering and Brakes. 74 was the start of the better engines, hydraulic lash adjusters, but still has Points. If it is in as good as shape body wise as it looks it is a $4,000 to $6000 car.
