The trim under the headlights on both sides is missing or damaged. In fact, it looks to be completely gone on the passenger side. I think these pieces were plastic, so they could deteriorate over time. Probably not necessarily an uncommon problem on a 30-year-old car, although I've not seen this that often on cars of this vintage posted for sale on here.
Those plastic piece become super brittle, just touch them and its broke. Or they bumped into someone, member the front bumper is on shocks, it will go right back out even after a good hit. [ been there, done that ] You can get that plastic but it cost allot, ALLOT, in the rear I just pushed the bumper back till the gap was gone. [ removed the inner aluminum crush support and used a 4x4 for backing. front support is steel, shocks for crush] now the front I have yet to get pushed back, which should be easier, Just drill hole into bumper shocks and slowly drive into a brick wall till flush problem lies in the grille, bottom portion sticks out to cover that spot. It would have to be trimmed and modded to make it look right.
Here's my little redneck 1980 Malibu secret. It was a year old V-6 3 speed 2-dr. I bought it to tow behind a class A motorhome. When I attached the towbar brackets I used pieces of 2X4 to block those shocks so they would not go in or out when towing. I figured stopping fast would cause those shocks to compress. In six years of towing I never had any problems.
