Maybe more than that, even. Hard to tell anything from the pix. I know that sitting in the Florida humidity is not like sitting in the dry climates out West. Could be rodent damage, mold....who knows without way better pix or, preferably, a hands on? WITH the keys and a set of jumper cables.
Pull the door tumbler and glove box tumbler and go to a locksmith! Abandonment title goes away when switched. Also means someone forgot it, and he got it almost for free!!
Let's see, the car is probably abandoned by a tenant who left it there for the lardlord to deal with, is my guess. Some states have a provision for ownership where if it can be proven that the car/truck was abandoned, the property owner, salvage yard, tow company, etc, can apply for ownership and title. Fifty States, fifty different sets of rules. Hotwire it via the coil and a starter button to see if it will start, or at least turn over. Four grand is far too much for a car with unknown ownership, condition, and such. I'd go $1,200 tops under these circumstances. The tenant probably owed rent and such, and the landlord is trying to get as much as possible for the wagon. I don't blame him, assuming this is the circumstances surrounding the sale, but he'll never get close to that money for it, the way things sit.

OK....it's on CL for $4000 and on eBay it starts at $5000 with reserve not met! Sure...with pix like these how can you lose??? What a clown this guy must be!
And $5000 is just the starting bid.....reserve not met. I have a feeling the reserve won't be met. A waist of time ebay ad IMO.
I really like the shots of the interior through the mold and mildew on the closed windows. I'm wondering if he has ever seen the inside of this car. He says the the interior is complete and in good shape but how does he know if he's never been inside. The ebay ads says he will provide better pictures of the inside but I'm guessing after that the new owner will have to pay to replace the broken window. This car is about 35 miles from my house but I think I'll wait until he gets more realistic before going down to see it.
Nooooo...you have to go there to see this guy! Has to be a trip! And THEN.....you can tell him how crazy he really is! Unless, of course, the car happens to be a cherry. Well....then you have to tell him he's crazy so you can get the price down!
Kinda what I'm seeing through the rolled up windows.... I personally don't care what the car is, living on the wet coast I've walked away from many a nice looking solid car because of mold...... you just don't wipe that stuff off with a bit of cleaner..... I'll suck exhaust fumes before I take a car with a molded interior. Mold = Gut and burn, I don't care what any one says, it will allways come back to haunt you
It does look it has mold colonies inhabiting it?? Somebody needs to develop a smell app for these interweb devices. One sniff is worth a million pics.
You find a locksmith that has a set of "try out" keys...... You would need to take out the door lock to get the ignition lock key number, and the glove box will have the trunk / tailgate key number. Chevrolet used a single key for all locks, and Buick, Oldsmobile, Pontiac, Cadillac, used a 2 key system.
