    This could be a good buy for someone.
    Lots of things could keep it from starting. But for that price it's worth the money for parts.

    That would be a score. I'm betting the starter solenoid or the ignition electrical switch. I've done a few of those Eighties/early Nineties FWD GM electrical switches, and too many starters to count.
