Rough shape is right, though I've seen worse. The paint looks like you could still get something good out of it, but a lot of the car's not so good. The dash is cracked, the fake woodgrain's faded, the driver fender has a long dent in it, there's concerning rust by the rear passenger side window, and the metal under the hood's rusty. I'm surprised the bumper fillers are still up front. As for options, I can see these: Power Locks Power Windows Rear Window Defogger Luggage Rack Tilt Steering Wheel Air Conditioning (likely broken now, but still) Cassette Tape Deck 80s Digital Clock? Also, I'm not familiar with the 80s Caprice Diesels as much, but isn't this Dash Cluster an upgrade over the common one? Maybe not, but I do not recall my 84 Sedan (with a 305) having such a detailed cluster.
This thing looks to have been sitting in salt water (hurricane) I'd run away from this "project ".....Longroofs Rule!
That's a car that's been sitting in a damp spot like under a tree where the sun doesn't shine for a long time. The grimy look is mildew and mold. It's definitely got its own set of issues!
