It could be the (vinyl?) interior, the roof paint and the mileage holding this one back a bit. That's a pretty basic interior that's definitely seen some use and the mileage, while not terribly high, isn't particularly low either.
Believe it or not the interior is leather. Notice the color difference between the leather seating surfaces and the vinyl on the sides of the seat. Unfortunately they did not use the best grade of leather because this cars interior is much nicer than most. When I see the leather cars they are usually very dry cracked and shredded. The cloth holds up much better. My blue 91 had the cloth interior and it was near mint. I sold my car because I did not really care for the way it drove. It rode really nice but it felt like I was driving a car with a clogged exhaust pipe. I think the early 91 to 93 whale wagons don’t do that well because of the lack of the LT-1 motor. The 94 to 96’s doing much better. If I get another whale wagon I will definitely get one with an LT-1, 91 to 93 I won’t even consider. Sold mine to a guy that was here from Sweden…he shipped it home. So it’s over there somewhere driving around.
