    Meaning they won't even test them or shops don't want to work on them if they've failed a smog test?

    Both. I had a '94 F350 and I always took it to the same repair shop. Told them to do what ever work it needed to get it smogged. Now they had to take it to a smog shop to get the certificate. The last time I had it smogged they said they won't do it anymore, that it's too old and they only want to deal with OBD2. I sold it during the smog cert window (90 days). My wagons are OBD1 but I do all the work on them myself. They have different levels of smog stations in CA. The equipment to test the older cars is expensive (dyno rollers) and shops don't want to put out that investment when there are less older cars on the road to test.
