It has been parked outside for about 12 years, but was running fine when I parked it and removed the battery.

 

Christ, what an idiot. I'd take it, as-is, as a project, for $290. If he wants $2900, he'd better get it back to the shape of actually running, steering and most importantly, stopping, otherwise, he'll end up keeping it.

I am the second owner, but was employed by the original owner

 

Is it any wonder that he's no longer employed by the original owner?

He probably even tried. But, likely gave up, saying: "This sucks. Let's go get drunk"

 

Looks like the seller removed more than just the battery...
