What the heck is a 'Brad Penn' oil change?

I think it's a brand of 'hipo' oil. I'd never put any kind of oil with 'Penn' in the name in any car I own, let alone a name starting with 'Q.'

I've always liked the look of the 72's front end, most likely since an old buddy had a 72 MX with the 351 CJ stuffed in it.

Silverwinkiehobo is correct it is a Brand of oil that has the ZDP that Flat tappet cams need that has been removed from most Modern oils. I run it for cheap camshaft insurance on my older cars. But that is just me, you can get the same effect with additives but I choose to do it with just the oil. That and a buddy of mine sells it at his shop and gives me a discount so that cuts the cost some.
About 5 years ago quite a few of my Pontiac buddies who had changed camshafts in the recent past had lobes go flat, a lot of debate if it was mostly bad camshafts or if it was the oil manufactures quietly taking the zinc additives out around the same time, or if it was a combination of the two.
It seemed to happen to relatively new camshafts, cams that had been in service for quite a while did not seem to have the issue. The debate also included that the older cams had been run with the older oils with the additives had built up a coating?
I don't know, what the cause was. And I don't think I would advertise the oil brand of the most recent oil change either.
