    That looks like somewhere south of the border. Could be Mexico or maybe, Argentina. There's a business coupe of some kind, at the upper left, which would fetch plenty of dollars today. They must have pooled quite a few pesos, to buy that ambulance. In those places, hearses were the ambulances, taking into account, vehicles were exported to those countries without safety glass, seat belts and collapsable columns.

    All I know is its Five Flags Speedway, the only one i could find is in Pensacola Florida

    I think it might be. But surprisingly, it's not that the vehicles don't look 'full size', it's that the shopping carts look like miniatures!
