Is that a factory radio delete?

I don't think so. It has cruise and a RH remote mirror, so I'm thinking the dash was modded for a 2DIN head unit, like one that the faceplate folds. Here's what it looks like on Babe's dash:

It does not have an exterior antenna.

Based on only looking at the spot for the radio, I would stick with my earlier statement, but even though the antenna looks like it's gone, it could still have a sat receiver, and no other pics in the ad afford a better look at that part of the dash. The only other thing I could see that would say it's a radio delete, is that the passenger front door does not have a speaker in it. You would think someone who buys a car with cruise, A/C, remote mirrors and a 351 engine would at least get a basic AM radio, which had the speaker under the dash pad. So, there is a likely chance it has radio delete.

Oh, I thought the same thing. Some Ok options, including Cruise and sport mirrors, but then it's got crank windows. Then I noticed the missing radio, and wondered if it was factory radio delete. The pictures aren't really good enough to see exactly what's there.

It looks like there is a hole in the top of the passenger fender where the antenna would be.

Thing is, if it were radio delete, there'd still be an insert in the shape of the antenna base; Ford would never have left an open hole in the fender.
