I'm not sure if the 1A2 package existed in '91, but I guess this would be one. It's got the silicon hoses and apparently the digital speedo which were police/fleet telltale signs. Strange that it has the wire wheel covers and not the standard full wheel covers. Also has a vinyl back seat with cloth fronts. I haven't seen that on this generation of wagon, but I have seen in on earlier box wagons. It is very interesting that it has a vinyl back seat. Seller says it belonged to a rehab clinic which would explain that feature, but wsw's and the wires, I would think, wouldn't have been on there originally. Looks to be a nice Caprice.
The navy blue paint is striking in my opinion, but I would much rather see pictures taken outside in the light of day than under shop lights which can distort things.
Only the speedometer was digital on the models with the digital dash... the other is a tachometer. It appears to be the same instrument panel they used in the police car units as Kevin stated. See below...
