   The tailgate on my 57 Ford Ranch Wagon won’t open. I’ve disassembled the outside latch and key but can’t figure out why it won’t open.

   The tailgate should have two actuator rods that are pulled at the same time; since the upper part is separate, is there an interlock you might not see, that keeps the latches from working? And, does the upper part close correctly?
