"is complete, but will need a restoration". I always wonder why sellers write descriptions like this without being more specific. Why does it require "restoration"? Is the frame rusted out? Yah, seems remarkably complete and in pretty decent shape. It certainly would have helped if the seller just mentioned the major issue(s) it has. I'm guessing the engine is D.O.A., and/or it's got major rust underneath.
