If the hood wire should brake on my Dodge Monaco-72, is there any ways under neat
    to open the hood?

Depends on where the break is. If it's at the inside handle you may be able to trim the sheath back and put some vice grips on it and open it up. I had a car in my youth that was seized somewhere and I just used to reach up under the hood and pull on the outer cable and it would pop it. If not then your snaking some ratchet extensions up there to hopefully unbolt the hood.
    Good luck

Some cars, if you can remove the grille without damaging it, you'll get some access to the trip lever on the latch. In the meantime, do the best to find a spare release cable and have it shipped to you.
