just looking at it Fannie, I would say the car "racks" go into the ground maybe so you drop it to ground level and drive your car off it...? My guess this is some long term parking-space saving thing.
They were elevator parking lots. You drove onto the elevator platform and the car was lifted to the proper level. I was thinking the same thing Marshall, but I found the whole process really interesting. Some of that machinery looked a little break-downable.
