The application is submitted with fee and subject to a title search. If no other claims are made to the ownership of the vehicle, a new title is issued.

The key is "no other claims" of course. A police report or insurance claim on a stolen car will stop the new title from being issued until all parties are satisfied.

I don't understand how this is so difficult to understand?

My son-in-law did it with his 1937 Rat Rod pickup and received a new clean title for a car that had not been on the road since the mid 50's.

Then, that is NOT for a lost title, but an application for title. They are two DIFFERENT things.

I must also add that the replacement title form contains wording that says that if you willingly know that this is as stolen vehicle you could end up fined or in jail.
Signing that form puts you, your record (if you have one) and the vehicle under federal scrutiny.

I believe you must also have the vehicle in your possesion and have the law check it out too. That leaves out the copying someone's VIN. etc. When I moved to Florida I had to take all vehicles in to have VIN's checked before getting a new title transfer from Illinois. Even my motorhomes. Same if you have no title.
But on the 55 Chevy wagon it was down for a new clutch. I wanted the insurance and title sooner so had to get a County cop come check the VIN and have a paper notorized. Lucky he was a neighbor.

Of course! A vin inspection is required on purchase of any out-of-state vehicles regardless of lost title.
When I purchased my '58 a DVM employee went out to check the vin tag.

When I worked for DOT I had the authority to check a few myself. And then we had to sign a form to state it was done so... which was filed away as well.
It's very official and above board.
But as I mentioned earlier, each state is different.

Fifty States, fifty different sets of rules. I'd rather have that, than one set of freakin' Federal rules, any day!

yup! Look at the ad's for getting titles in hemmings and other publications. I belive it's Nevada and like arkanasas or somewhere down south you send vin# and pics of the car they trace it and you get a title for like what $250 or less ? Used to be anyhow. It DID have to be a certain amount of years old tho 25 or more.

Alabama, and very few states any longer recognize their paperwork. Broadway Title was the biggest.
