In NE you have to apply for a state issued vin number. It intails a lot of paperwork dealing with the State Patrol and if your application clears, you will have to get a "bonded title" for several years befor the state issued vin will be free and clear. During any time prior to the free and clear vin, the original owner can claim the vehicle, as I understand it. I was working on a deal for a convertible with lost title and the last registered owner was contacted by the State Patrol and yea you guessed it he wanted his car back....He had sold to in the 70s but it was never titled again.

It is a lot like that here and yes it was a royal pain to do. I had a title but without the VIN it was just a title for a '55 Chevy pick-up. If you have the time and patience, I just don't.

There are at least 2 additional VIN locations on the car...on the chassis, on the body, and a confidential VIN that almost always entails major disassembly to verify

Not sure about the impala but in my case the only 3 places I know of is Door jamb, on the original engine (which was gone) and drivers side top frame rail (Mine wasn't legible due to previous owner welding and cutting mounts in the truck) I was happy once done and if they have places to match the number on the car shouldn't be bad, I was just saying it could turn into a pain but yes with the low mileage they will have original motor and or frame to confirm VIN.

The frame vin is on the top side to cutting the floors to find is always fun since they are stamped in a general location. My experience with the vin id on frame is very hard to read if you can read at all. As far as second on the body have never found one on a 64 outside of original vin and some info equal on cowl tag(but can not confirm VIN).

Also in 62-64 Partial vins on engines were stamped only on the HI Horse 327s and 409s. So Most cars have no way to prove engine to car.(outside of build date sequence which is still no proof).

Well. I've heard of this thing happening before - Not with a car dealership though but with an expensive 2005 or so pickup that was eventually sold with fewer than 500 miles, And it had a "Turn off two cylinders' Feature in it. That's something to think about, Lots of implications and it goes to show what happens by just letting cars sit instead of using them. Sad but I'm pointing it out.

Oh and, Did you know about the 1957 Plymouth that was put in a hole in the ground for 50 years in Tulsa, Oklahoma? Sure it was put into a sealed concrete "Time Capsule," But it leaked water in and then this happened:

It looks like it was fished out of a shipwreck. But maybe that's the point, Maybe someone wanted this to happen for an example, To say to anyone who looks at it and then thinks "OK, This is what happens when you just stick valuables away and don't use them"?

Well here's a Wikipedia article about it if you want to read it.
