X2 mike this is the most egregious waste of money. the people who could have truly benefited from a trade in program couldn't afford a new car program or not. what should have been done, rather than destroying the cars that were perfectly good (like said caprice). they should have been taken to central local lots where those whom couldn't afford a decent car could trade in their "taped together"-"oil burning turd" and get a subsidized car. therefore those who could afford a car payment traded theirs in knowing that it would go to help less able and less fortunate. but that wasn't the point...they were hoping to put more people into hybrids and on to buses

....... Not much to add... what a scam... ... what was it my dad used to say about "good intentions"? That road was clogged with cars heading to the scrap heap, you suppose the previous owner of that Caprice is driving a Prius or a brand new ($35K plus) full size SUV or pick up?
