That is a really odd picture, I wonder what country it was taken in? I like the outfit and shoes she is wearing to sweep up whatever that mess is. And the 70-72 Suburban looks odd with that plate in that setting. Great picture!
That's somewhere in the Netherlands. They issued plates to fit a foreign bumper, so that one didn't have to ruin it. It almost looks like she's sweeping together shattered safety glass left over from a collision
